NOTICE OF PUBLIC HEARING IN ORDER TO REVIEW AND CONSIDER THE COUNTY OF KERN CONSOLIDATED ANNUAL PERFORMANCE AND EVALUATION REPORT (CAPER) FOR FISCAL YEAR (FY) 2025-26 On September 29, 2026, the County of Kern Board of Supervisors will conduct a public hearing to give the residents of the County and Co-operative Cities of California City, Ridgecrest, Shafter, and Tehachapi, the opportunity to comment on the County Consolidated Annual Performance and Evaluation Report (CAPER). The report identifies progress on projects, programs and related accomplishments made from July 1, 2025, to June 30, 2026, in carrying out three federal programs: the Community Development Block Grant (CDBG), Home Investment Partnerships (HOME), and Emergency Solutions Grants (ESG). The hearing will be held on: Date: Tuesday, September 29, 2026 Time: 2:00 p.m., or soon thereafter Location: Board of Supervisors Chamber - First Floor County of Kern Administrative Center 1115 Truxtun Avenue Bakersfield, California Subsequent to the hearing, the Board of Supervisors will be asked to approve the CAPER and the Planning and Natural Resources Department (PLNR) Community Development Division will subsequently submit the CAPER to the U.S. Department of Housing and Urban Development (HUD). All written and oral comments received by the end of the public hearing shall be submitted to HUD as part of the final CAPER document. Prior to the public hearing, the draft CAPER will be available for public review, with a public comment period of at least 15 days beginning on Friday, September 11, 2026, and ending on Monday, September 28, 2026. Copies of the draft CAPER will be available for review at the following locations: Planning and Natural Resources Department (see address below); the Cooperative Agreement City Halls located in California City, Ridgecrest, Shafter, and Tehachapi; the Beale Memorial Library (701 Truxtun Ave., Bakersfield) and all County library branches. Additionally, the FY 2025-26 draft CAPER may be reviewed on or after September 11, 2026 at the County’s Community Development website: https://kernplanning.com/ community-development-2-2/ or Community Development - Kern County Planning & Natural Resources Dept.
