At the recent Kern Valley Healthcare District (KVHD) board of directors meeting, the board determined its officers on the board for year 2025.
It was toward the tail end of the January 9 meeting that board Director Gene Parks recommended that board Director Ross Elliott become this year’s Chair, replacing Katheryn Elconin for the slot. Elconin had served as Chair during the year 2024.
Director John Blythe humbly yet confidently said that he wanted to throw his hat in the ring for the prospect of being this year’s Chairman. However he was ultimately fine with whatever the other board members wanted to do about the decision of who would be Chair.
Elliott preferred that the board keep the same slate of officers as last year and that Elconin be Chair again for another year.
Board Director Fred Clark said he preferred to see a fresh Chairperson for the new year, either Blythe or Parks, who had not served as Chair since Clark was Chair. He thought the KVHD board ought to rotate its officers annually.
Parks said he did not have time in his schedule to be the Chair of the KVHD board for 2025 year.
Board Directors Blythe, Clark, Elliott and Parks then all agreed with the idea of Director John Blythe being Chair. Elconin said she still wanted to be Chair for another year. Clark asked Elconin how she would feel to be second.
Blythe, Clark, Elliott and Parks all voted in agreement on the following nominated slate of officers for 2025. Elconin voted against the nominated slate. No other slate was proposed.

1.) Chair: John Blythe
2.) First Vice Chair: Katheryn Elconin
3.) Second Vice Chair: Fred Clark
4.) Secretary: Ross Elliott
5.) Treasurer: Gene Parks Sr.
